To determine if your package is oversized, USPS uses their Automatic Package Verification (APV) system, a system that has been used for the last several years to identify shippers that are under-reporting weights and dims. The APV system identifies parcels in the mail stream that exceed the maximum mailable size limit (combined length and girth greater than 130 inches) and then require these shippers to pay this surcharge fee before USPS completes the package delivery.
